4.1 There was no report from the Local Policing Team, it was noted that the team were now operational from Peterchurch fire station. | |||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
4.2 Ward Councillor reported that significant conversations had been undertaken with Herefordshire Council and Balfour Beaty regarding pot holes. The drive is for the works to be pre-emptive and keep ahead of road works. Discussion as to potholes being devolved to GPC level was carried out with the assistance of Lengthsman Mr Terry Griffiths. Council was assured that it is not cost effective for Parish Councils to take on pot hole repairs as bulk buying would not be possible, therefore paying inflated prices. | |||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||

4.4 The question was raised that as the government are not funding unitary authorities why is everyone not up in arms? It was felt that more powers need to be devolved through the Localism Act
Thanks to Lengthsman for getting the grit bins cleared and filled locally. It was noted that the main turning into Ewyas Harold flooded again. |

To receive Recreation Ground Working Group update
6.1 Recreation Ground Working Group will be having a meeting in April.
NDP Voting will be on the 14th March. Copies of full NDP had been left in Drs & in the Temple. As a county Herefordshire has been very good at developing NDP’s. These do need to be considered by planners once accepted. Council would like to Thank Cllr Overstall, Toby Murcott and Sam Banks for all their hard work. |

Kemble Centre
8.1 Outdoors have been inspected. Peter Overstall attended a meeting regarding the potential useage and to see if things can start to move forward Mr Overstall has written a report. AP39 Clerk to ask for copy of report. AP40 Clerk give keys to Cllr Wrigglesworth
GDPR Information regarding the GDPR was circulated. Clerk is attending a training course on 23rd March. AP41 Cllr Pogson to investigate a policy.

10.2 Discussion was undertaken regarding remaining P3 money and footpaths jobs list that had been compile. Agreed for Lengthsman to complete footpaths jobs as listed and discussed. AP42 Clerk to send Cllr Wrigglesworth updated list. AP43 Clerk to check figures on balances’.
Finance 11.1 Finance report was deferred to FGP meeting. Cllr Stainton agreed to join FGP. 11.2 Payments as per schedule were approved. |

Consultation on Speed Restriction
The process to prepare Consultation Report which contains are recommendation (i.e. 50 mph speed limit reduction) and the responses from the Consultees i.e. you and the Police. The Consultation Report when finalised, it will be sent to the Council’s Assistant Director of Highways who will make a decision by weighing everyone’s comments holistically. If all goes well and smoothly, the Council’s Assistant Director of Highways could decide to either go with our recommendation i.e. 50 mph or with your suggestion i.e. 40 mph. Their decision could also be to not do anything; although not likely. Following their decision, the next step is Statutory Consultation; and following which the scheme implementation could take up to 3 months. Defibrillator Discussing this was deferred. Awaiting information from West Midlands Ambulance Service.
Walking Routes Map Have been ordered.
Scouts Container John Clark has requested that the Executive Committee of Ewyas Harold Scout Group provide the relevant paperwork regarding insurance of a storage container for the GPC to consider.
Lengthsman Scheme 2018 – 19 This item was moved to the end of the meeting. It was unanimously agreed that Council would go into a closed committee, members of the public were asked to leave.
Employment 18.1 HALC Clerk Cover Discussion was had regarding meeting of 11th April. Clerk will be on annual leave that week. Cllr Overstall kindly agreed to take the minutes, Cllr Evans has kindly agreed to bring in a recording device to make this easier.
Newsletter Completed, Printed and distributed to Petrol station, Drs Surgery, Butchers, Post Office/shop, The Dog, Temple Inn
Effects of the weather Ewyas Harold GPC would like to thank Golden Valley Construction and all those who helped to clear the snow, an amazing job was done.
