Minutes of the Meeting of the Parish Council that was held on Tuesday 11th April 2017 at 6.30pm at The Pavilion


Present:  Cllr P Jinman (EH) – Chairman, Cllr S Eynon (EH), Cllr M Wrigglesworth (EH), Cllr M Watkins (R) and Cllr R Evans (D), Cllr L Overstall (D).

In attendance: Claire Griffiths (Clerk) and a member of the public


1 To accept Apologies for Absence

2 To receive Declarations of Interest & Dispensation Applications
Cllr Watkins declared a non-pecuniary interest in item 6.


3 To consider Minutes of the Previous Meeting – 14th March 2017

The Minutes of the Meeting held on 14th March 2017, copies of which had been previously circulated to Members, were confirmed as a true record and signed by the Chairman.


4 Open Forum
4.1  There was no report from the Local Policing Team
4.2  There was no report from the Ward Councillor
4.3  There was no report from Parish Paths Officer
4.4  Comments from local residents:

The path going up the bank has a broken style.  Resolved. Agreed that Lenthsman would be approached to fix it.

Many comments made about potholes and the state of the roads in general, including water on the roads, dirt on roads and inability to see cats eyes.  A465 alongside Pontrilas has received a number of comments.  Also A465 at Howton and rubbish on side of road in the undergrowth opposite the Temple Bar.

Language used at the football match by players has caused concerns.  Action: Malcolm to follow up                                                                                                                                                                    MW

6 Planning

To consider comments on planning application P171211/F Outbuilding at The Furrows Ewyas Harold Herefordshire HR2 0EL

Cllr Jinman stepped down for this point, Cllr Overstall was proposed, seconded and unanimously agreed.

The GPC have no comments and support this planning application with 1 abstention

To consider comments on planning application P170838/FH Ashlea Ewyas Harold Hereford Herefordshire HR2 0EL

The GPC have no comments and support this planning application unanimously

Cllr Jinman resumed the position of Chairman.

7 To receive Kemble Working Group Update

Festival of Arts will be using the grounds.  Clerk has received risk assessments and insurance certificates.  Action:  Clerk to notify insurers                                                                                         Clerk


8 Lengthsman Scheme (incorporating the P3 scheme)

8.1  None Received.







8.2 Bill of quantity

Action:  Clerk to request a copy of Lenghsman’s Insurance documents and to check that employees have CSCS cards.                                                                                                                                          Clerk

To receive Recreation Ground Working Group update

There was no meeting of Recreation Ground Working Group as only 1 tender quote was received.  There has been an increase in 41% on last years tender, however there is enough in the precept to cover it allowing for maintenance to be funded elsewhere.


10 Finance


10.1   Tree Warden Subscription not approved

10.2  CT Groundcare approved

10.3  Herefordshire Fire Protection Services approved

10.4  Herefordshire Housing for lease of 18 Horsecroft approved

10.5  Payments approved – as per schedule below
11 A465 Island Scheme
Complaints from the residents have been received and noted.  An enquiry has been made into decreasing the speed limit there, the process is lengthy and is currently at number 12


12  SID Deployment Requests to Existing Bases (April 2017-March 2018)

Grass Cutting Tenders

Nick Copper Thomas with CT Groundcare were approved unanimously for the following 2 years.


To receive update on meeting with Linzy Outrim, Stakeholder manager, Balfour Beatty

Cllr Wriglesworth and clerk met with Linzy Outrim, discussed current pot holes, water on the roads and Balfour Beatty’s contract with Herefordshire Council.
